Creates event-modified.xml and modifieds EventDataset to get modified
events. Creates UserNotAuthorizedException to not authorized petitions. 
Modifies UserResource to implements REST modify events and creates REST
and unit tests. Modify EventEJB to implements modify events and creates
its tests.
