tsk3: Adds welcome page template
This commit adds the initial template for the MicroStories welcome page.
It includes the main HTML structure with a responsive layout built using
Bootstrap and custom styles. The page features a navigation bar with a
search field, a hero carousel with rotating sections highlighting key
themes, and a “Featured Stories” section showcasing sample story cards.
This layout establishes the visual foundation and content structure for
future dynamic integration and styling enhancements.
